Services include prevention, intervention, education and outreach services to empower individuals and families. Services are free and are unique in Sheboygan County. Safe Harbor even offers transitional living to allow anyone (even with kids) experiencing domestic violence to leave their situation and have a place to stay.

- Literacy Council helps adults improve their reading, writing and speaking of the English language so they can achieve their goals for work, education and family.
- Parents as Teachers helps first time parents with children under 3 years old, by providing development screenings and educating parents what to watch for in their growing and developing child.
- United Community for Youth seeks to eliminate youth substance abuse.
